I was told the platform (in green) was okay, but the roof (in red) was not. (Guard seemed to have no issue getting to the lower level player with a larger aggro radius)

Assuming the math below is accurate, a level 57 guard will only attack a level 60 player within ~17 yards.

Does this mean any circumstance which I'm outside of that zone, and attacking a player, is "safe spotting?"

I feel as though this issue - or nonissue - is being painted with a broad brush.

My intention was to be a dick, not to violate the rules, and now I have a proverbial "first strike" on my account.

The aggro radius of a mob having the same level as the player is roughly 20 yards (~ 18 meters)
Aggro radius varies with level difference at a rate of roughly 1 yard/level.
Vertical distance seems to be weighted much more heavily than horizontal distance. A mob standing on a ledge 4 yards above your head can fail to aggro even if standing 4 yards away from the same mob on level ground will draw aggro. http://vanilla-wow.wikia.com/wiki/Aggro_radius
