A new PvP server with the same progression and available transfer is exactly what Nostalrius needs right now, yes. Transfers are absolutely mandatory, as people will not want to abandon what they've accomplished here - the PvE server opening has proven that. And splitting the population is exactly what needs to be accomplished. No vanilla realm is supposed to handle 10k people. That would be harmful to the community, yes. But if the new server was made for chinese players, and the playerbase would be split into english-speakers (server 1) and chinese (server 2), that would hardly do any damage to the community, as these player groups already dont interact and would lose nothing from being split.
As for the dynamic respawns, I was under impression that they were supposed to scale to the realm population. Perhaps it would become necessary to put a lowest threshold on it (so it wouldn't dip below blizzlike values), but that's it.
Handling transfers is the tricky part, yes. I'm sure that it's possible for GMs to process them in bulk, in which case if a new server for all players opens, then administration will be able to receive transfer appeals from entire guilds which would certainly ease the job. And if the new server was chinese-only, then all chinese guilds would just get moved into it, with guildless players being processed individually afterwards.
Of course that would still take a lot of effort on GM's part, and probably postpone the release of new content in the future, but does that really matter when the well-being of the server is at stake?
