I heard that pvp server supposed to be 10k people cap ?

why i see today almost 11k people if server can't handle the lag?

You're making things up. I don't recall them ever mentioning having a server cap. Also, this suggestion has been made plenty of times. Thanks for contributing spam.

There is no cap nor should there be. A server cap makes raiding virtually impossible for people with jobs unless they are willing to use things like bots to stay online while working.
