Quartermasters

I cant seem to find any cloth quartermasters. Am I nub? Do they hide for a bit? I know im looking in the correct place.

Yup, I turned in some cloth for xp as well...but they are gone now it seems.

It seems they were forgotten by the staff and they decided to react accordingly by removing them recently
