Add 100 spell power (85 of which is applied) and this number becomes 522 -- which is what you're receiving.
Why 522? Because you're getting UP TO 85 spell power per cast, meaning between 0 and 85, not a static 85. That means on average you're adding 42.5 to each cast. AKA working as intended.

Wrong, sit down and stop talking. You NEVER get the extra spellpower UP TO, the extra spellpower is added ALWAYS to the minimum base damage, and THE ONLY THING thats fluctuating is the base damage, period.
So a 455-507 bolt with 100 sp (85 final since its 85% at 3 sec cast untalented) is in fact a minimum 540 (455+85), with a maximum of 592 (507+85). Thats how it always was...
