If I go perma afk for a year and then want to log back in, I would expect to have the same name so my old friends who still keep me on friendslist could pick me up and know it was me.
Wipe away on banned accounts, but not inactive.

If you're max level then no, but if you are some level 5 shitty who has played for 1 hour and hasn't logged in for 6 months, you have forfeited all rights to that name.

Or even worse are the people who "save" names and then either never use them or try to sell them to people.

And don't you dare suggest I use a diacritic in my name, they always look bad and you know it.

It's about to launch a query...

The server which did this used to save the "deleted" chars on another DB, this allowed to keep a smaller DB.

The chars could be restored, but the rights on the names were lost, anyway, this restore thing never been asked...

Well, if it'd be up for me I'd say that those permabanned accounts should have their names deleted and given some digital code to be sure that there won't be any duplicates.

Inactive accounts though should be left alone and no name should suffer the possibility of being deleted or edited.

Then you run into the problem of if that banned person had a bad reputation on the server, or had a leadership position in a guild. If someone else then has the name, people will think he's someone he's not. This leads to a whole mess of problems, especially in a close community like this.
