Pretty sure the accurate number is 10 Agility. The fish needed to cook it is only fishable during winter times, if I remember correctly. It's a seasonal catch.

It shouldn't cause "Well fed" though, that is for regular (sta/spi) food buffs and the smoked desert dumplings.
Same with nightfin soup, shouldn't cause well fed either. If I remember correctly you should be able to stack the fish buffs with each other (mightfish, summer bass and so on) - gaining separate spirit and stamina buffs.
I think there was a change during Vanilla (around patch 1.10-1.11) that put the "Well Fed" buffs and the buffs like Grilled Squid / Fel Wood Berries / +Spirit Water / DM +Int food etc., that were not technically "Well Fed" buffs, into the same category, so that they just replaced each other. I'm not 100% sure, but I think researches were carried out during beta and this was scripted like this after sources were found, if I remember correctly.
