Pre-nerf is more a marketing term than anything else.
pre-nerf AV means there are a lot more NPC's standing around. I don't see how making AV more of a pve instance makes it more interesting. If people want to run past eachother and rush eachother's base there is nothing you can do about it. It is more important to have a high population to sustain a 40 vs 40 pvp instance tbh.
The rank pvp gear is on Nostalrius has its prebuffed stats, that makes sense since only molten core is released.
In order to build a bridge between new lvl 60s and guilds raiding AQ40 a lot of items were buffed and added in patch 1.10 so people can reach the endgame easier.

http://www.wowwiki.com/Patch_1.10.0 . These are a MASSIVE amount of items that were changed/added and it is hard to backtrack to their previous stats and afaik nostalrius doesn't change this. If it would be changed, all these development efforts would be for nothing when aq40 is released. So Molten Core will be just as faceroll here. I pity the nostalgia seekers who dream of having 90 days between major domo and ragnaros kill as on retail.
And if you need a lot of news posts to look "efficient" I wonder why everyone is so excited for corecraft. Since 0 news and 0 testing sessions there. You can also fix bugs with a group of experienced testers instead of public sessions you know.
What I find very not "efficient" about nostalrius is that every topic in the suggestions sections is ignored by the staff. As if they will be held accountable for every statement they make there.
