Why is it allowed? Using the bugged area in gadgetzan AND using the roofs is clearly bug-exploiting. I can't imagine blizzard not punishing someone who used it during vanilla.

It's allowed because even bads need honor too.

Also this happened on retail with no repercussions so there's no reason why it wouldn't be allowed here. If you get hit move out of the open, not hard.

Alright, so even if blizzard for some unknown reason allowed it on retail it doesn't really change anything. It's still exploiting a bug.

Exploiting LoS is bannable and I have already reported 5 players in Gadgetzan for exploiting Blzard, Volley, etc into the inn. Just record it an upload to youtube unlisted and it will be taken care of.

They were actually extremely inconsistent with this, and eventually formed a strict policy against it. It was also not done nearly to the extent it is here.

Also there are spots on the ground that aren't even on top of roofs that people are exploiting guard pathing for as well (which is what safespotting is anyway), but work essentially the same.
