Lagging

Every action seems delayed about 20 sec ie: spells, chat, mounting/dismounting, etc. I thought it was my computer (I don't have the best PC) but it's starting to seem like this is a server-wide lag so, i'm asking of anyone else is experiencing this, but i'm also asking the Nostalrius Staff to please initiate a restart or something like that.
