First, is trading gold between factions allowed? If not disregard the rest of my post and I'll delete it when I can.
Second, I'm looking for someone on the Horde willing to trade starter gold, say 5g or so. I'd be willing to go first.

Seeing as the only way to transfer gold is to use the neutral AH, and using the neutral AH is perfectly legal...I see no reason why it would be against the rules to trade gold between factions.

Ah, I meant straight trading in person.

You can't trade members of the opposite faction. You must be new.

The point is to trade 5g to a new character on Alliance then the Horde player trades 5g to my new character on Horde, so we both have enough starting gold to ease leveling. I asked if it's acceptable because it takes a little trust, though I'm willing to provide the risk of trading first.

Oh, I see. Honestly, I don't know. You're not doing/receiving anything out-of-game for the gold. I'd ticket a GM and ask.
I can see people trading gold this way, but it's obviously risky. I know Path of Exile allows a similar type of trade, but their devs did not do anything if you got scammed.
The Nost GMs might not allow it because it's so easy to scam people, and they have recently updated their ToU for it to include banning scammers.

Trading gold this way is allowed, as it is for nothing outside of the game. However, it would not really be covered under the 'scam' policy, seeing as the deal itself is being reached outside of the game (ex. forums). Whereas a trade or whatever can be tracked by server logs, things initiated outside of the game cannot be enforced. So, it's legal, you just risk getting scammed out of 5g with no repercussions for the scammer.

On top of that there's risk having your character flagged as gold trafficker since you don't know where that gold actually came from (there were some ban waves recently related to this).

I did this multiple times, also asked in /world etc. Its much easier to use a neutral AH to transfer gold between characters for 15% cut.
