Generally I found that on this server fishing and anything related is stock mangos.

That's not the point. Yes they are dropping, but the summer bass should no longer be dropping at this point. Basically, for every summer bass you fish out, it should have been a winter squid.

No it's not. There are parts of Azshara where you get 2 fish per line, which is intended because the 100% catch difficulty there is i believe 450 so the tradeoff is failing on occasion to get 2 fish per line.
Essentially, somewhere in the magical land of coding, they successfully changed all single fish per line catches to have winter squid in THE WINTER, but in these 2 for 1 locations, the Bass can still be caught.
Which is absolutely ridiculous.

Why not make a bug report? I would guess fishes has not been prio one when getting things straight.
