I know there is an addon that allows Assist in raids to move players for vanilla. Anyone remember what the addon is?

not sure what AddOn does that. I suppose you tried ora2 ?
The needed API function would be http://wowwiki.wikia.com/wiki/API_SetRaidSubgroup
