Nostalrius Begins - Quality wow vanilla realm (1.12)

Has anyone run into the issue when using these 2 addons combined with the mouseover support in Luna that SmartHeal only decides to cast the lowest rank spell at all times? If so how do I get SmartHeal to cast heals based on the targets current hp when I cast the heal?

Don't use SmartHeal, use Luna's inbuilt mouseover system. Has room for six different spells, should be enough.
