How is the PVP community on this server? Are there dedicated PVP guilds? I'm considering rerolling on here because of the horrible lag on PVP.

There is a lot of activity in battlegrounds, but not rly any world pvp... at all

At the moment only AV pops cuz everyone only queues for AV since it's new. Alliance queue times are something like 10-20 minutes during prime time.
