This is why you always roll need on BoEs in pugs. It's retarded that you have to do that but it's better than a ninja getting away with it.
What I personally do in situations like that for BoE valuables is always roll need in pugs on it and if I win it (with the exception of Stockade Pauldrons and Alcor's), I will do a /roll for those who can actually use it, and if there's no one, just an open /roll and if I lose the open roll, I will give it to the person that beat my roll. An example is Edgeguards dropped in ST and I was the only one to roll need out of that instinct. Because there was no fury warrior in that group, I did an open roll, lost the roll, and traded it to the winner.
