A Boon for the Powerful - warlock staff quest.

Is the quest not on nost? I can't get it (on the pvp server) and I'm level 28, which is well beyond the required level. I've heard other warlocks talk about questing for it, but I've never seen anyone with the staff. What gives?

Considering the quest was added in Cataclysm and this being a Vanilla server, I wouldn't get my hopes up.
