Glimmering Mithril insignia quest

I've been researching blacksmithing a bit, and stumbled over this quest that gives an excellent pvp trinket. Googling around it gives various answers on what the minimum lvl req is to start the quest. Some sites say 35, others lvl 40. Can anyone confirm any of these levels?
