You cannot report Ninja's.

Hackers (I assume that's the second option) can be reported by making an in-game ticket with sufficient proof.

It is not against the server's rules to ninja, so no, you won't get banned for that. Ninja'ing is a player-invented term, and is not something enforced by the GM's.

You will however be quite unpopular on the server, but that is another story.
