No it isnt. If the GM knew that 2 of the toons were being boxed, he would obviously want to verify whether or not the third toon was also. Not strange at all.
To the op, your friend cheated and then cheated again on to of that. What do you expect?

All of the accounts would have been given a final warning if you had not complied with the original command. Basically, this means nothing as long as you do not multiboxing again. Instead of just saying you were boxing characters, you decided to account share. This is why the one account that was shared was given a permanent ban, and the others were only given a final warning. I suggest you read our ToU again.
