Unfortunately you're out of luck there, the rest of the quests are supposed to be 35-40 (treats for greatfather winter + metzen the reindeer) but even then the level requirements are bugged and you need to actually be 60 to even accept them. Bit of a bummer

Bixbite wrote:I saw people running around with the gnome disguise, dressed in green Xmas outfits, but how do you get that?
You can temporarily get them for 30 minutes by running through the
"PX-238 Winter Wondervolt" machines. They are located in Stormwind by the path that leads to the flight master, outside the gates of Ironforge, near the zeppelins outside Orgrimmar and Undercity, and near the boat path in Booty Bay.
You can cycle through the christmas transformations by right-clicking your buff to de-select it and going into the transformer again

Yes, it's apparently supposed to give people
"Fresh Holly" which is an item to transform your mount into a holiday variant, but it seems bugged at the moment.
Bixbite wrote:Are there other quests or items available at lower levels?
There aren't any quests as mentioned earlier, but there are a few items that you can buy from Smokywood Pastures vendors located in the major cities. There are
Snowballs that you can throw at other players/npcs,
Blue/
Green/
Purple wrapping papers that you can use to create wrapped gifts to give to people, and two christmas-exclusive cooking recipes, which are the
Gingerbread Cookie and the
Egg Nog. Everything else they sell is either
christmas-themed food or
crafting materials used in creating the aforementioned recipes.
A bit underwhelming unfortunately, but oh well.

From what i've gathered, the presents around the christmas trees in the major cities become lootable, where you can get a bunch of free stuff. I have no idea if nostalrius will remember to add this in though, or even if it was in vanilla in the first place, so no promises.
Most of the information i gathered in this post was from this
very helpful article on the history of the Winter Veil festival, i'd recommend giving it a read yourself.
And on a closing note, have a Merry Christmas
