"Warsong Supplies" - Can't get Axe Shipment

Hello all,

I have the quest Warsong Supplies from Ashenvale. I know for the Warsong Axe Shipment you have to visit Wharfmaster Lozgil in Booty Bay... well I'm here and he has nothing for me. Anyone know why?

Click on the Box "Warsong Axe Shipment" on the right from him.

When I leveled up it was a long respawn, about 15 min.

EDIT: There are other boxes always by him, its not those.
