As far as im aware Nost using dynamic reduction of draw distance based on current server population - it changes draw distance determined by total online: with 5-6k online draw distance is good, with 7-8k it starts to reduce, with 9-10k it is reduced to minimal values.

Lag is a result of high online, and i hardly doubt you can get stable server performance with any current harware for game developed 13-15 years ago and running 5 times more ppl than it should.
9k ppl is the ridiculous amount of players for such game as a WoW, just try to imagine how many packets is sending every millisecond through it and its core. I have no idea how does it actually work but i think server performance is reducing exponentionally, and every joined player after, lets say 8-9k, is significantly reducing its performance.
