A question about using foreign languages in a chat

Hello. Is it forbidden to use other language than English in a chat (general, trade etc.)? For example in a recruitment. Thanks

What is the official language on the server?
English, english, and english. No other language shall be allowed on forum and public channels. It's an important rule to us, and we'll be very attentive to the behaviour of our players regarding this rule.

Is /say a public channel? If so, the breaking of this rule is endemic.

Today in 3 AVs in a row all I've seen was:
Xiao1 says : V T
Xiao 2 says : 2
Xiao 3 says : .
Xiao1 says : !

It was awesome :X
