Nostalrius Begins - Quality wow vanilla realm (1.12)

The low level PvP vendors are a good example. I went to the Warsong vendors, hearing that they sell good blue items for PvP'ers from 19 all the way to 59. But, when I got there all they sold was food. Is this a rep issue, am I just only seeing food because I'm not revered yet? Or have they just not added these items to the vendor? I would like to get an answer for somebody who has tested this live, e.g has revered/exalted with warsong and can/can't see the items. Thanks for help
