Hey,
is it allowed to play my neighbours account he dont play anymore and gave it to me i need it only to make water for my shaman

Nope, that's account sharing and is bannable.

Be in main city. Conjure water. Trade. Log off your friends account.
Yeah, sharing account is against ToS, but be reasonable. If you gonna have some drama, stuff just gonna ban account, but if your friend gave away his account, this is not going to be a problem (but this is just common sense, of course). Problem if you going to /follow your toon with this mage and multibox, which is more likely to lead to ban. Except, as I said, trade in main city. This act is allowed.

If you get caught, you're banned. At least the shared account.

Cant find something in term of use that its bannable there is only sell account or trade

You may not purchase, sell, gift, share, lend or trade any account, or offer to purchase, sell, gift, share, lend or trade any account, and any such attempt will result in an immediate account closure.

None of that matters if the account ever belonged to someone else. Any time you use an account that you did not create, that is account sharing. It is absolutely going to get you banned. Sooner or later.
