Nostalrius Begins - Quality wow vanilla realm (1.12)

I a a vanilla noob and haven't run Stockades yet.

My question is... does this rare spawn in Stockades? I heard the DM rare is bugged/doesn't spawn. So just want to know cos I want the sweet blue bracers that he drops.

Yeah he's able to spawn there. The miner is in fact bugged though.
