Tell me, please, can I transfer my char from PVP to PVE server?

I believe they've been ruled out in the short term.
A. They have limited resources, this is not a priority
And more importantly
B. Servers are at different patches. It's very hard to implement transfers and maintain server integrity. (Level 60 players coming in with raid gear have a significant advantages on a fledgling server.)

Just transfer the old fashioned way. You'll be glad you did. (Plus leveling is significantly less painful when you're not fighting your own faction for every mob.)
