Nostalrius Begins - Quality wow vanilla realm (1.12)

Has anyone been able to start this quest?

Its the envelope in the water, under the bridge between Arathi and Wetlands. I looted the envelope and the quest item was not contained in there, just some grey items. I've been camping the spot for the last day or so and haven't seen the item respawn.

Any suggestions?
