A question about raid activity. Need advice from GM team

Dear GM team,
Well, this is the third day for Chinese players to celebrate Chinese New Year, so I wish I can share this happiness with all you guys :) Actually I have an issue to ask for your suggestion. My friend is a level 60 mage who is enjoying this game in a Chinese guild. During this special period for all Chinese players, they planned to organize a raid group for only 1 week CD of BWL among their own guild members which is called Hong Bao Tuan. This Hong Bao Tuan means anyone who receive a gear in this CD will share some REAL MONEY to all raid members as a festival gift. In China, giving Hong Bao(a few money which is packed by red paper) is a traditional custom when people celebrate new year. So I really need your suggestion that: Is this kind of activity against Nostalrius Rule? If it is not allowed, I will tell him to stop this raid group. I also want to mention that they will follow some rules listed below: 1. All Hong Bao should be not more than 50 Chinese dollars(like 8 US dollars). 2. This raid group is only organized ONCE during vacation. 3. Only to invite guild members for this raid group. Hope to get your reply soon~
