Nostalrius Begins - Quality wow vanilla realm (1.12)

Just been to Nat Pagle to pick up the quest for 225+ fishing and it's unavailable with no silver quest mark.
I am level 41 with 225 fishing not sure why it's unavailable can anyone help?

It has been many years since I did this quest, but didn't Nat Pagle's quest require level 45+?

You don't get quest from his unless you are sent there by fishing trainer? Do not really remember, its been a while.
