TL;DR - Imagine a fresh, pre Dire Maul, PvP server was released without the ability to migrate. What do you think would happen with it and how would it affect the old PvP & PvE servers? Population, economy, life-span, etc.

The overcrowding of the PvP server has been a hot topic in here for quite some time now and hopefully the clustering being developed will solve that issue. I am however interested in your thoughts on what would happen if the Nostalrius team decided to release a fresh, pre Dire Maul, PvP server without the ability to migrate.
I myself play on the PvE server nowadays, not because I dislike world PvP, but because I think it has a much more reasonable amount of players, currently peaking at about 3k at times. To me it's a much more enjoyable vanilla experience with a better sense of community. The PvP server with it's huge number of players feels more anonymous in a way.
Also, I'm a huge fan of fresh servers. I love the leveling race and having lots of players around your level for the lowbie dungeons and random elite quests and also the fresh economy. In my opinion this game is the most fun during the first 2-3 months of a fresh server with lots of competition going on.
What I'm wondering though is what you think would happen to the population of the old PvP and PvE servers if this became reality. For example, I think I would have started playing on this fresh PvP server and stopped playing on PvE. Do you think big guilds from PvP would reroll to get away from the lag and to have the chance of getting some server firsts?
Would it be a good move for the Nostalrius project as a whole?
EDIT to clarify: Same timeline as the other servers, not stuck at pre-DM patch.
