Will characters be transferable?

I'm just going to take a guess that they probably do a fresh server with a fresh start, and the current Elysium server will be like the Kronos 1 of the Kronos world.

You should be asking Elysium this, because it'd be up to them. Even if the account data was leaked, they might not want to use it, as they are already an actively running server with people rerolling from their other realm.

But it's in everyone's best interest for Nost to NOT leak this data.
