Calm down bud. Nothing changed in the lock dreadsteed questline which is why there is no testing for it. The TBC project is in an alpha phase. It won't have things work. Things break. If you want to do the quest, just do it on the vanilla server. The PTR is for testing and research and development to have a working product by the time of it's release. Hence the name P(layer)T(est)R(ealm).
Since nothing changed from the vanilla class quest to the TBC quest, it isn't scripted yet. Once all the TBC stuff gets done and ironed out, they will most likely copy/paste the code from the vanilla servers for us to see if any odd bugs come about.
Robotron didn't say if as in it might not have changed. He implied IF something hasn't changed (like 99% of Vanilla things didn't) there is no reason for players to test it which is why it is still stock mangos with no custom code for that stuff as they already have mangos scripts on the vanilla server for that stuff.
