Warrior Cyclonian quest not working.

Cyclonian Quest not working. I saw another post with this but he said he just abandoned the quest and then turned it in after getting it a second time. I am having the same issue but it tells me it will destroy all of my quest items for Cyclonian quest! The Bloodscalp Tusks (30) and my Essence of Exile! So, did I just do all of that just to have to lose all of my items and then do it all again???
Help!

This is a PTR running the most basic functions for strict testing of the burning crusade things that may work in vanilla may not work on this server.

This quest didn't change with TBC, so there's also zero point in doing it here.
